Netherlands emergency preparedness initiatives

Overview

Local authorities in the Netherlands have initiated various programs to enhance community resilience and emergency preparedness. In Lochem, the ‘Denk Vooruit’ bus began visiting markets to provide citizens with practical advice on managing the first 72 hours of a crisis, such as power outages or communication failures. Similarly, in Voorschoten, the municipality and the Hollands Midden Safety Region conducted simulations at a community center to test responses to medical emergencies, fires, and prolonged service disruptions.

The ‘Denk Vooruit’ (Think Ahead) campaign has since expanded its reach across the country, utilizing a mobile information bus to engage residents in locations such as Helmond and Middelburg. The initiative encourages self-reliance by advising citizens to prepare emergency kits with water, cash, and batteries, and to establish family meeting points. This campaign follows findings from an Ipsos I&O survey for the NCTV, which revealed that while roughly 40% of Dutch citizens have taken preparatory steps, more than half have not yet taken any action regarding potential emergencies.

Resilience efforts have expanded to include high-level simulations and localized neighborhood coordination. At the European Resilience Summit in The Hague, experts from organizations including the Dutch Open Source Business Alliance (DOSBA) and Deloitte participated in a crisis management simulation mimicking the first 72 hours of a major infrastructure failure involving power and communication outages.

Concurrently, local initiatives in Rotterdam’s Kralingen district involve neighborhood coordinators working with the municipality to develop emergency plans. These efforts focus on identifying vulnerable residents, such as expats and international students, and building networks of local leaders to serve as citizen reserves during crises.
