Netherlands electricity grid congestion stalls new housing construction
The Netherlands is facing a significant housing and infrastructure crisis as the electricity grid lacks the capacity to support new construction. According to Netbeheer Nederland, the grid cannot handle hundreds of thousands of connection requests, leading to delays and increased costs for developers and homebuyers.
In the province of Groningen, Enexis reported that approximately half of 13,000 small-consumer power connection requests were rejected, with many placed on waiting lists. This congestion is forcing municipalities to implement priority lists to manage scarce capacity. For example, Lochem has prioritized school construction and renovation over housing due to social necessity, while Hellendoorn and Olst-Wijhe have established formal sequences for project approvals.
While the Dutch government aims to add nearly 100,000 new homes by 2027, industry groups like Aedes warn that the lack of grid certainty threatens these targets. Although new regulations allow municipalities to request capacity for projects scheduled between 2028 and 2036, grid operators like Liander emphasize that such registrations do not guarantee immediate or short-term connections.
