Netherlands housing market sees rise in moves and new builds in 2025

In 2025 almost 1.8 million people in the Netherlands changed residence, a rise of just over three percent from 2024 and the highest level since 2021. The increase was driven mainly by families and couples, especially those already owning a home and moving within the owner‑occupied market; single households and young people without partners saw little change.

The municipality of Zuidplas added 262 new dwellings in 2025, of which 171 were built in Zevenhuizen‑Zuid and 79 in Moerkapelle’s De Jonge Veenen project. Only 49 of the new units were social‑rent homes, far below the target of 28 % of the total stock. Demand for social housing rose, with 9,776 applicants on the waiting list, while 209 social units were allocated, a drop from the previous year. The municipality fell short of its obligation to house 144 status‑holders, providing homes for 108.
