Netherlands implements new housing law and regional rental rules

From 1 July 2026 the Wet versterking regie volkshuisvesting (Housing Management Strengthening Act) will be largely in force. The law gives housing programmes a stronger role, alters procedures and imposes new obligations on municipalities and developers.

Starting 1 September, new rules apply to applicants for social rental housing in 13 municipalities of the Holland Rijnland region. Registrants must pay an annual fee on time; failure to do so prevents automatic renewal, erases accrued registration years and ends the application without the possibility of appeal. The regional body Huren in Holland Rijnland advises automatic direct‑debit arrangements and offers a one‑year transition period for those already deregistered.
