Netherlands 2027 budget leaks reveal tax and healthcare changes

Leaked documents regarding the Dutch 2027 national budget, ahead of Prinsjesdag on September 15, reveal significant changes to taxation, healthcare, and environmental spending.

High-income earners are expected to face a €750 million tax increase. In healthcare, the mandatory deductible (eigen risico) is set to rise to €400 in 2027, the first increase since 2016, due to statutory indexation. While a previously planned hike to €455 was postponed, the €400 increase can be implemented without a parliamentary vote.

Climate and environmental measures show mixed results. Proposed taxes on long-haul flights may be lower than initially expected, and discounts on fuel excise duties will be phased out more gradually. Conversely, the government plans to allocate €17.6 million to combat natural fires, including the creation of a national knowledge center and a new KNMI warning app.

Other fiscal adjustments include a reduction in the maximum daily wage for benefits—from a proposed 20% cut to 7.5%—and the postponement of a faster increase in the retirement age (AOW). The budget also includes a one-time €1.5 billion allocation for infrastructure and development aid.
