Netherlands Ministry Blocks Local Bans on Steel Slag

The Dutch Ministry of Infrastructure and Water Management issued a directive forcing municipalities to reverse any local bans or permit requirements on the use of steel slag, a waste product from steel production that has been used as a substitute for sand and gravel in construction. The ministry argues that national quality standards now provide sufficient environmental protection, although it had previously warned that those standards were inadequate.

Investigative reports by Investico, NU.nl and partner outlets identified steel slag at more than 200 sites across the country, largely originating from Tata Steel. Local officials warned that the material can cause pollution and health problems, with one councillor stating, “We know the havoc the use of steel slag can cause.” Several municipalities said they will consider legal challenges to the ministry’s order, while cleanup operations are under way and the fate of removed slag remains uncertain.
