Netherlands proposes mandatory hybrid heat pumps by 2029

Dutch Minister Elanor Boekholt-O’Sullivan has announced a proposal to mandate the installation of smart, hybrid heat pumps for homeowners replacing central heating boilers starting in 2029. The plan aims to target homes not connected to collective heating networks, though specific conditions and exemptions are still being developed.

The proposal has faced criticism from experts, including TU professor David Smeulders, who questioned the feasibility of a generic solution. Potential challenges include space constraints and noise issues in apartment buildings, as well as permit conflicts for historic monuments. Economic impact studies are not expected until early 2027.

Public sentiment appears resistant; a survey by comparison platform Slimster indicates that two-thirds of surveyed homeowners oppose the plan. Approximately 18 percent of respondents expressed intentions to replace their current boilers before 2029 to avoid the upcoming mandate. Many cited high purchase costs and government overreach as primary concerns.
