Netherlands regulator imposes record €37 million fine on EOD Code

The Netherlands Gambling Authority (Kansspelautoriteit, KSA) has issued a record €37.25 million fine against EOD Code SRL for operating unlicensed online gambling services. This marks the largest financial penalty ever imposed by the Dutch regulator on an illegal operator.

Following an investigation that began in November 2024, officials determined that EOD Code managed a network of 12 websites, including Instantcasino, Skyhills, Slotmonster, and Betiro, which allowed Dutch residents to place bets without a valid local license. The KSA established that these services were accessible from within Dutch territory.

The regulator identified several aggravating violations, including failures in age verification processes to prevent underage gambling and the use of unauthorized payment methods, such as cryptocurrency. The KSA noted that these payment channels could pose anti-money laundering (AML) risks. The fine was calculated based on the significant revenue generated by these illegal operations within the Netherlands.
