Netherlands Wmo spending and usage increase significantly

Data from Statistics Netherlands (CBS) shows a substantial rise in the use of customized provisions under the Social Support Act (Wmo). In 2025, nearly 1.3 million people utilized Wmo services, representing a 23 percent increase since 2017. This growth is most pronounced among the elderly; usage among 75- to 85-year-olds rose by 33 percent, driven by an aging population and the trend of seniors living independently at home for longer periods.

Total municipal expenditures for Wmo provisions reached approximately 6.3 billion euros in 2025, a 38 percent increase from 2017. Specifically, spending on household assistance more than doubled, rising from 938 million euros in 2017 to nearly 1.9 billion euros in 2025. This surge is attributed to both a higher volume of clients and a 12 percent increase in average costs per client due to more complex care needs and higher rates.

In Vlissingen, a local client satisfaction survey conducted by BMC revealed that 71-83 percent of Wmo users were satisfied with their support in 2025. While residents reported better knowledge of where to seek help, the municipality noted a need to improve awareness regarding independent client support.
