Turkey releases 2027 Presidential Annual Program with economic targets

The Turkish government has published the 2027 Presidential Annual Program, outlining strategic economic, social, and industrial targets. Key economic objectives include achieving a 4.2% GDP growth rate and reducing year-end inflation to 21%. The program forecasts an unemployment rate of 8% and an increase in employment by 657,000 people.

In the tourism sector, the government aims to reach $70 billion in revenue and attract 66.6 million visitors by 2027. The defense industry is targeted to reach an 84% localization rate, with export goals set at $11.5 billion and turnover at $28 billion. Additionally, the program sets a battery storage capacity target of 2,350 MW.

Social and digital initiatives include the development of a national digital identity wallet for public employees to store credentials and diplomas, with pilot testing planned at a university. In education, the Milli Eğitim Academy will continue its role in training school administrators. For agriculture, the 2027 budget includes 235 billion lira in direct support payments.

Regarding urban planning, the government will make urban transformation strategy documents mandatory to increase resilience against natural disasters. While the program outlines economic frameworks, it does not include additional salary increases for civil servants beyond existing collective agreements.
