New legislative proposals target illegal balcony enclosures and improper parking
New legislative measures in Romania and Moldova aim to regulate urban living and mobility. In Romania, a provision in the new Urbanism Code suggests that apartment owners who enclose balconies without legal authorization may face double taxation. For this to be implemented, local municipal councils must approve the measure, and city halls must first officially verify that the construction work was performed illegally. Owners of unauthorized modifications will have a maximum of one year to seek legal compliance.
In Moldova, a draft law on sustainable urban mobility, proposed by the Ministry of Infrastructure and Regional Development, includes stricter penalties for improperly parked vehicles. The proposal states that wheels of illegally parked cars will be blocked, and if owners do not request unblocking within 72 hours, the vehicles will be evacuated. Additionally, the law addresses abandoned vehicles on public land, allowing authorities to seize them if owners do not remove them within 15 days, with a process to transfer ownership to the municipality after 60 days.
