New York City Council holds AI safety hearing with tech giants

The New York City Council held a rare Committee of the Whole hearing involving all 51 members to address artificial intelligence safety and oversight. During the session, representatives from OpenAI, Anthropic, Google, and Meta testified under oath regarding the risks of their technologies.

Former AI researchers, including Jacob Coxon (formerly of Anthropic and OpenAI) and Alex Turner (formerly of Google DeepMind), provided testimony warning of catastrophic risks. Coxon argued that the industry’s current 'move fast and break things' startup mentality is dangerous for developing powerful technologies and suggested that humanity could lose control of AI, potentially leading to extinction.

The Council is currently weighing a package of approximately ten legislative proposals. Key measures include requiring independent third-party testing for AI systems before market release, mandating human-operated 'kill switches,' and establishing liability frameworks that would allow individuals to seek compensation for foreseeable harm. Additionally, the proposals include fines of up to $25,000 per violation and a program to share recovered fines with whistleblowers.
