Announced by City Council President Zohran Mamdani and Schools Chancellor Kamar Samuels, the policy aims to protect cognitive development and mental health for approximately 600,000 students. The city will deactivate AI components in over 38 previously authorized programs and block generalist services like ChatGPT and Claude for all grade levels. The policy introduces age-based screen time recommendations: a 30-minute daily limit for grades 3-5 and a 45-minute limit for grades 6-8. For students in second grade and below, individual device use will be virtually eliminated. Additionally, chatbots intended to act as ‘companions’ or provide emotional support will be banned across all grade levels. While teachers may use AI for lesson planning and administrative tasks, they are prohibited from using it to grade or evaluate students. High school students will have access to AI under controlled conditions, including mandatory AI literacy courses.
