New Zealand defers Waikato regional plan requirements for farmers

The New Zealand government has granted a reprieve to farmers in Waikato and Manawatū by deferring certain requirements of the Waikato Regional Plan Change 1 (PC1). The decision delays farm plan and resource consent requirements triggered by PC1 until December 31, 2032.

This intervention aims to prevent duplicative regulations while the government overhauls the country’s resource management system and freshwater rules. Under the deferral, farmers and growers operating under PC1’s permitted activity rules can continue without implementing new PC1 farm plans or obtaining specific PC1 resource consents. However, existing controls on land-use change and intensification through resource consent remain in effect.

Chris Woolerton, president of Waikato Federated Farmers, described the move as a positive step that provides breathing room for producers who feared being burdened by rules written under legislation currently being repealed.
