Overview
The New Zealand government has introduced regulatory changes to the freshwater farm plan system, aiming to create a framework that is “simpler, cheaper, and more risk-focused.” This policy shift seeks to reduce red tape by ensuring certification and auditing requirements are proportionate to environmental risk.
As part of these reforms, the government has deferred certain requirements of the Waikato Regional Plan Change 1 (PC1) until December 31, 2032. This deferral delays farm plan and resource consent requirements for farmers and growers in the Waikato and Manawatū regions to avoid duplicative regulations during an overhaul of the national resource management system.
While Federated Farmers has welcomed the move for providing certainty and breathing room for producers, environmental groups have expressed concern. Forest & Bird warned that the changes could undermine efforts to restore the Waikato and Manawatū-Whanganui river systems, specifically regarding nitrogen pollution controls and the potential delay of river recovery.
