NGOs propose ten audits for Montenegro’s State Audit Institution

The CEE Bankwatch Network and Akcija za socijalnu pravdu (ASP) have submitted ten proposed audit topics to Montenegro’s State Audit Institution for the 2027 annual audit plan. The proposals focus on major infrastructure, energy, and environmental projects, as well as the management of public finances and European Union funds.

Key areas for investigation include the ecological reconstruction of the Pljevlja Thermal Power Plant, where costs have reportedly risen from 54.5 million to approximately 65.5 million euros by mid-2026. The organizations seek an independent assessment of whether funds are being used efficiently and if the project meets its intended environmental and climate goals.

Other priority topics include the LNG terminal and gas infrastructure in Bar, the use of Western Balkans Investment Framework (WBIF) funds, costs associated with the Smokovac-Mateševo highway section, and the Podgorica waste incinerator project. The organizations also highlighted the need to review the government’s purchase of securities and the implementation of the Reform Agenda.
