Overview

Montenegro’s State Audit Institution (DRI) and non-governmental organizations have raised concerns regarding the management of public finances and environmental projects. The DRI labeled waste management in the country as “unsuccessful” for the 2021–2025 period, citing systemic failures in planning, control, and data reliability. While the Ministry of Ecology reported the removal of 103 wild landfills, officials noted that new illegal sites continue to emerge.

In parallel, the CEE Bankwatch Network and Akcija za socijalnu pravdu (ASP) have proposed ten specific audit topics for the 2027 annual plan. These proposals aim to investigate major infrastructure and energy projects, such as the ecological reconstruction of the Pljevlja Thermal Power Plant, the Bar LNG terminal, and the Smokovac-Mateševo highway. The NGOs are seeking independent assessments of fund efficiency and the management of European Union and Western Balkans Investment Framework funds.
