Nigeria implements new measures to improve budget forecasting accuracy

The Nigerian Federal Ministry of Finance and the Federal Ministry of Budget and Economic Planning have introduced new measures to improve the accuracy of the nation’s economic projections and fiscal planning. These initiatives follow a Macroeconomic Data and Assumptions Validation Workshop aimed at addressing discrepancies found in previous budget cycles, specifically regarding oil production and revenue forecasts.

Key reforms include the establishment of a Standing Committee on Macroeconomic Data and Assumptions, which will validate and regularly review economic projections for the Economic Management Team. To ensure consistency across government agencies, a central data repository will be created to provide a single, unified set of economic data and assumptions.

Future budgets and the Medium-Term Expenditure Framework (MTEF/FSP) will now undergo more rigorous analysis, including sensitivity and scenario testing. The government also plans to develop a unified national data reporting framework with standardized definitions for revenue, expenditure, and borrowing to reduce inconsistencies and optimism bias in fiscal planning.
