African fiscal and budgetary reform initiatives

African nations are pursuing reforms to enhance fiscal planning, transparency, and budgetary scrutiny.

In Nigeria, the Federal Ministry of Finance and the Federal Ministry of Budget and Economic Planning have introduced measures to improve the accuracy of economic projections. These reforms include establishing a Standing Committee on Macroeconomic Data and Assumptions to validate projections and creating a central data repository to ensure consistency across government agencies. The initiative aims to reduce discrepancies in oil production and revenue forecasts through more rigorous sensitivity and scenario testing.

Concurrently, at the 9th Annual Conference of the African Network of Parliamentary Budget Offices (AN-PBOs), officials called for the modernization of fiscal scrutiny across the continent. In Namibia, the government is transitioning toward Outcome-Based Budgeting, a framework focusing on the tangible results of expenditure rather than line-item inputs. Officials noted that strengthening the institutional capacity and analytical tools of Parliamentary Budget Offices is essential for managing constrained resources and improving accountability.
