Armenian Prime Minister Nikol Pashinyan has announced the beginning of a ‘Fourth Republic’ era, introducing a government program for 2026–2031. The new doctrine focuses on maintaining peace and prosperity within internationally recognized borders. Key priorities include the peace process with Azerbaijan, EU integration, and the ‘Trump Route’ transit project, which aims to connect Azerbaijan to its Nakhchivan exclave through Armenian territory.

Pashinyan also noted that the 1990 Declaration of Independence, which sought the restoration of historical justice, will be omitted from the upcoming new constitution. He emphasized a shift in foreign policy away from the Karabakh movement toward regional stability and cooperation with the United States.

In a separate diplomatic development, Armenian Prime Minister Pashinyan personally invited Georgian Prime Minister Irakli Kobakhidze to attend the COP17 biodiversity summit. The summit, themed ‘Taking Action for Nature,’ is scheduled to be held in Yerevan from October 19 to 30, 2026.
