Norrköping District Court sentences foster father to prison

A man in his 50s has been sentenced to six years and six months in prison by the Norrköping District Court for seven counts of rape against a child and one count of sexual harassment. The court found that the perpetrator exploited the victim's trust while she was placed in his care as a foster child in Östergötland.

The victim, a 17-year-old, had repeatedly reported the abuse to social services in Sundsvall, as well as to school officials and child and adolescent psychiatry (BUP). Despite these warnings, social services initially decided she should remain in the foster home. It was only after the teenager recorded audio evidence of the sexual advances that she was relocated and the man was arrested.

Sundsvall municipality has reported itself to the Health and Social Care Inspectorate (IVO) following the incident, admitting to serious deficiencies in communication, information, and procedures. The court noted that while the exploitation of trust was an aggravating factor, the crimes were not classified as aggravated rape because no physical violence or threats were used during the acts.
