North Korea launches projectile amid reports of Russian military funding

North Korea launched an unidentified projectile toward the Sea of Japan on Saturday, according to the South Korean Joint Chiefs of Staff. This launch follows a period of increased missile activity in August.

Reports indicate that North Korean leader Kim Jong Un is utilizing financial benefits gained from providing troops and materials to Russia for its war in Ukraine to fund various domestic projects. South Korean intelligence estimates that Pyongyang has received between $7.7 billion and $14 billion in economic aid and benefits from Russia over the last three years. This capital is being directed toward the ‘20x10 Regional Development Policy,’ an initiative aimed at building modern industrial facilities in 20 regional cities annually over the next decade to improve living standards outside of Pyongyang.

While some resources are intended for regional infrastructure, observers note that many large-scale programs, such as the construction of new factories and hospitals, may primarily benefit the elites in Pyongyang. The strengthening alliance with Russia and resumed trade with China are helping to bypass existing international sanctions.
