North Korean missile activity and Russia-linked funding

Overview

North Korea has continued its ballistic missile activity toward the East Sea, with the South Korean military detecting several short-range ballistic missile launches from the Wonsan area around 5:20 a.m. on a Saturday morning. These missiles traveled approximately 250 km and occurred roughly 23 days after a previous launch on August 20.

These launches follow the conclusion of ‘Freedom Edge,’ a five-day trilateral maritime and aerial military exercise involving the United States, South Korea, and Japan. The exercise, held in international waters near Jeju Island, was designed to enhance maritime, aerial, cyber, and medical interoperability. North Korean officials had previously denounced the exercises as a ‘threat’ and a ‘U.S.-led war rehearsal,’ with Defense Minister Kim Song-gi warning of ‘reflective countermeasures.’

In response, South Korea’s National Security Office convened an emergency meeting to assess regional security impacts and urged Pyongyang to cease provocations, noting they violate UN Security Council resolutions. South Korean, U.S., and Japanese intelligence agencies continue to share information and maintain high alert levels. Intelligence agencies are currently conducting detailed analyses to identify specific missile types, which may include the Hwasong-11 series or 600mm multiple rocket launchers. The U.S. Pacific Command noted that the launches do not pose an immediate threat to U.S. forces, territory, or allies.

In addition to increased missile activity, reports suggest that North Korean leader Kim Jong Un is utilizing economic benefits gained from providing troops and materials to Russia for its war in Ukraine to fund domestic initiatives. South Korean intelligence estimates that Pyongyang has received between $7.7 billion and $14 billion in economic aid and benefits from Russia over the last three years.
