North Macedonia Assembly passes administrative law and debates land privatization
The Assembly of North Macedonia has passed amendments to the Law on Administrative Servants. The new regulations aim to ensure a more efficient and transparent application of rules for civil servants within the Assembly and regulatory bodies. Key changes include the abolition of promotions without internal advertisements to uphold a merit-based system. Additionally, an administrative servant who receives an evaluation of ‘1 – does not satisfy’ for two consecutive years will face automatic termination of employment by law.
Separately, the Assembly is discussing legislative changes regarding the privatization and leasing of state-owned construction land. The proposed amendments seek to clarify the conditions and procedures for privatization, particularly for owners of buildings in condominium ownership. Under the new rules, such owners may privatize the land beneath their buildings based on real estate registry data without needing to submit new geodetic elaborates. The law also reopens the window for submitting applications to the Agency for Real Estate Cadastre to convert usage rights into ownership for unbuilt land, provided applications are submitted within one year of the law taking effect.
