North Macedonia public administration reforms
Overview
North Macedonia is implementing several reforms aimed at improving the quality and integrity of its public administration. The Ministry of Public Administration has initiated the operational phase to establish an Academy for Training and Professional Development of Public Servants, which is expected to begin operations in 2027 following a strategic reform roadmap.
To strengthen financial oversight and align with European Union recommendations regarding Chapter 32 – Financial Control, the Ministry of Finance is introducing a first-of-its-kind national examination and certification process for public sector internal auditors. This initiative, supported by the European Union through the Central Unit for Harmonization, aims to foster “more responsible, transparent, and lawful operations” and serve as a mechanism to combat corruption. Preparation materials and exam questions have been made available on the Ministry of Finance website.
Furthering these oversight efforts, Minister of Finance Gordana Dimitrieska-Koçoska announced a new memorandum of cooperation between the Ministry of Finance and the State Audit Office. This partnership is designed to improve coordination, data exchange, and the detection of fraud, irregularities, and corruption through shared expertise and professional capacity building. These measures aim to create a more robust institutional foundation for protecting public resources by applying European standards to prevent fraud and ensure public funds are managed legally and efficiently.
