North Macedonia Ministry of Public Administration holds discussion on new state administration law
The Ministry of Public Administration organized a public expert discussion regarding the Draft Law on the Organization and Work of State Administration Bodies (ZORODU). The proposed legislation aims to establish a clearer and more functional framework for state institutions by defining their competencies and responsibilities more precisely.
Minister of Public Administration Goran Minchev stated that the law seeks to move away from institutional structures influenced by daily political agreements, which have historically led to overlapping competencies and administrative barriers. He emphasized that the goal is to create an independent and functional organizational structure that serves the needs of citizens and the economy rather than party interests.
The discussion included legal experts from the ‘Justinian I’ Faculty of Law at Ss. Cyril and Methodius University, who analyzed the draft from legal, institutional, and practical perspectives. Key topics included the functional differentiation of duties between ministries and the necessity of ensuring that institutional existence is justified by specific public needs.
