North Macedonia Parliament adopts new electric scooter rules

The Macedonian Assembly, in its 106th session, approved amendments to the Road Traffic Safety Law that redefine electric scooters as lightweight electric vehicles. The changes set a maximum speed of 20 km/h, align with European Union recommendations, and raise the minimum riding age to 18. Penalties were tightened: fines are increased and the vehicle can be seized for offences such as under‑age riding, speeding, carrying a passenger or riding under the influence of alcohol.

The same session also enacted separate legislation on firearms marking and the governance of public enterprises, but the scooter measures constitute the primary regulatory shift for road users in North Macedonia.
