To improve educational quality, the participating states emphasized strengthening monitoring systems for classroom implementation and student learning, particularly regarding Foundational Literacy and Numeracy (FLN). Other priorities include teacher capacity development, multilingual education strategies, and the integration of regional resources—such as bamboo—into academic research and vocational training. Higher Education Minister Kishor Barman also proposed a regional faculty network, shared research infrastructure, and a common digital platform to foster academic collaboration across the region.
