Norway commits $53 million to support Ukrainian public services
Norway has pledged 500 million kroner, approximately $53 million, to support essential public services in Ukraine through the World Bank. This funding, intended for use at the beginning of 2027, aims to help Ukraine maintain civilian-sector salaries, pensions, and social assistance for teachers, medical workers, emergency personnel, and vulnerable populations.
The assistance is distributed through a World Bank trust fund that reimburses verified government spending subject to external oversight. This follows Norway’s broader Nansen Support Programme, which allocated 85 billion kroner for 2026, consisting of 70 billion for military assistance and 15 billion for civilian and humanitarian support.
While much of Norway’s civilian aid is channeled through multilateral organizations like the UN and EBRD to mitigate diversion risks, analysts note that the Ukrainian state apparatus faces structural corruption challenges. These include decentralized wartime profiteering and weaknesses in oversight during emergency procurement processes.
