Norway aid to Ukraine
Overview
Norway has initiated several funding commitments to support Ukraine through its Nansen Programme. In late October 2026, the Norwegian government pledged approximately €48 million to repair energy infrastructure and purchase essential equipment to stabilize the power supply.
By early November 2026, Norway announced an additional commitment of approximately $53 million to support essential public services. This funding, intended for use in early 2027, is being distributed through a World Bank trust fund to help maintain salaries, pensions, and social assistance for medical workers, teachers, and emergency personnel.
While much of the civilian aid is channeled through multilateral organizations to mitigate risks, analysts have noted that the Ukrainian state apparatus faces structural corruption challenges, including weaknesses in oversight during emergency procurement processes.
