Norway leads electric vehicle transition in passenger and heavy transport sectors
Norway continues to lead Europe in the transition to electric mobility. In 2025, approximately 95.9 percent of all new passenger cars registered in the country were fully electric. By the end of 2025, the total passenger vehicle fleet included roughly 945,000 electric cars, accounting for 32.2 percent of all registered passenger vehicles. In Oslo, the adoption rate is even higher, with electric cars making up 51.5 percent of the passenger vehicle fleet as of September 2026.
Tesla, Volkswagen, and Volvo were among the top-selling brands for new vehicles in 2025. The market also shows significant presence from Chinese manufacturers, with vehicles produced in China accounting for 13.7 percent of the new car market.
The electrification trend is also expanding into heavy transport. The number of electric trucks on Norwegian roads has grown from 37 in 2020 to 3,535 in 2026. To support this shift, the state enterprise Enova has allocated approximately 400 million NOK in support for 385 electric trucks following a surge in applications. Due to state aid regulations and reaching funding caps for 2026, Enova will skip support allocations in November.
