Norway Offshore Directorate revises climate goal alignment claims

The Norwegian Offshore Directorate has removed previous claims that all its oil and gas production scenarios for the Norwegian continental shelf align with the Paris Agreement climate goals. In its 2024 resource report, the Directorate stated that its three potential production models for 2050—ranging from a high scenario where production remains at 65 percent of current levels to a low scenario at 5 percent—were consistent with global climate targets. However, the 2026 resource report omits any assessment regarding whether these scenarios meet climate objectives.

The Norwegian Climate Foundation has characterized this change as a “full victory,” noting that the Directorate is effectively admitting its previous stance was incorrect.

Parallel to these policy shifts, carbon capture and storage (CCS) technology faces significant challenges. While projects like Northern Lights are being promoted, critics point to high costs, budget overruns, and low actual capture rates compared to targets. Reports indicate that many CCS projects are being used to support fossil fuel extraction rather than addressing hard-to-abate sectors. Globally, the failure rate for CCS projects has historically been high, and companies like Equinor have paused certain investments due to a lack of progress.
