Climate target adjustments in Norway and Denmark

Overview

Norway and Denmark are facing difficulties in meeting established climate targets. In Norway, the oil and gas industry is projected to achieve only a 42 percent reduction in emissions compared to 2005 levels, falling short of the 50 percent target set by Parliament. This decline is attributed to the abandonment of several large electrification projects.

In Denmark, the municipality of Aarhus has delayed its climate neutrality goal from 2030 to 2035 following a failure to secure state funding for carbon capture and storage (CCS) at a local plant.

Further complicating the situation in Norway, the Norwegian Offshore Directorate has removed previous claims that its oil and gas production scenarios for the Norwegian continental shelf align with Paris Agreement goals. The Norwegian Climate Foundation described this omission as a “full victory,” suggesting an admission that previous stances were incorrect. Additionally, CCS technology continues to face criticism regarding high costs, budget overruns, and low capture rates.
