Norway pauses tobacco registration fees following industry protests

The Norwegian Ministry of Health and Care Services has suspended the collection of new tobacco registration fees following significant pushback from the industry. The proposed fees would have required importers to pay 8,500 NOK for each unique cigar or pipe tobacco product, plus an annual fee of 3,000 NOK per item.

Industry representatives, including Frederik Legernæs of Sol Cigar Co., warned that the costs could be devastating. For a single importer with 683 unique product lines, the initial year's costs were estimated to exceed seven million NOK, with annual recurring costs surpassing two million NOK.

The Ministry stated that the suspension is due to government proposals to change the system for fee and tax collection in the tobacco sector. These changes aim to simplify the process for both authorities and businesses. The Norwegian Directorate of Health has been instructed to wait while the Storting processes the new legislative proposals.
