Norway tobacco registration fee dispute

Overview

New Norwegian tobacco regulations, implemented to comply with the EU tobacco directive, required all product lines to be registered with authorities by late September 2026. Industry representatives, such as Sol Cigar Co. owner Frederik Strømme Legernæs, warned that the registration fees posed a significant threat to the viability of the cigar industry. Legernæs estimated that registering 683 varieties could cost 7.3 million NOK in the first year alone, prompting plans to destroy large portions of inventory to avoid the expense.

Following industry pushback, the Norwegian Ministry of Health and Care Services suspended the collection of these fees. The Ministry indicated that the suspension allows the Storting to process new legislative proposals intended to change the fee and tax collection system in the tobacco sector, with the goal of simplifying the process for both businesses and authorities.
