Norway urban development: New zoning and infrastructure proposals

Local authorities in Norway are proposing new urban development and infrastructure financing measures. In Kolbotn, a regulatory plan for Edvard Griegs vei 1 has been opened for public consultation. The proposal by Grieg Eiendom AS involves demolishing existing buildings to make way for a new six-story structure featuring commercial space on the ground floor and residential units above, including a new underground parking garage.

Separately, Sarpsborg Municipality is reviewing its city center plan to introduce a new infrastructure funding model. Under this proposed scheme, developers applying for building permits within the designated area would pay a contribution based on the total square meters of usable floor area. These funds would be used to finance essential public infrastructure, such as sidewalks, bike paths, parks, water and sewage systems, and sports facilities, ensuring that urban services expand in tandem with new residential and commercial growth.
