Urban development and infrastructure planning in Norway have seen recent activity involving both regional transit hubs and local municipal zoning.

In Akershus, the County Council has formally objected to Bane Nor Eiendom’s development plans for the new Oslo S. The council expressed concerns that the proposal prioritizes short-term financing at the expense of long-term transportation requirements, specifically citing the lack of a clear solution for a functional, future-oriented bus terminal. Officials warned that failing to secure space for such a terminal could result in higher costs and development restrictions for the Østlandet region.

At the municipal level, new proposals are emerging in Kolbotn and Sarpsborg. In Kolbotn, a regulatory plan for Edvard Griegs vei 1 is under public consultation, proposing the demolition of existing buildings to construct a six-story residential and commercial structure. Meanwhile, Sarpsborg Municipality is reviewing a city center plan that introduces a new infrastructure funding model. This scheme would require developers to pay contributions based on usable floor area to fund public services like sidewalks, parks, and water systems to support urban growth.
