Numan Kurtulmuş details new law for a ‘Terror-free Turkey’

Turkish Grand National Assembly (TBMM) Speaker Numan Kurtulmuş has detailed a new legislative framework aimed at achieving a ‘Terror-free Turkey’. Speaking at the 17th National Will Meeting in Istanbul, Kurtulmuş emphasized that the new law is temporary and specifically targets the PKK, PYD, and KCK organizations.

The legislation includes three primary safeguards to ensure its integrity. First, the law only takes effect once security forces confirm the terrorist organizations have laid down their arms and dissolved themselves, a finding that must then be approved by the National Security Council. Second, a high-level committee chaired by the Vice President—including the ministers of Justice, Interior, National Defense, and Foreign Affairs—will individually review files and approve actions. Third, a monitoring commission composed of political parties within the TBMM will oversee the process.

Kurtulmuş noted that the law provides a six-month window for members to renounce organizational activities after the initial conditions are met, though he clarified that high-level officials, including those in Imrali, would not benefit from these provisions. The initiative follows the recent passage of the ‘Law on Strengthening National Solidarity and Social Integration’ in the TBMM.

In separate remarks at the Bosphorus Diplomacy Forum, Kurtulmuş also addressed Turkey's role in a shifting, multipolar world order, asserting that the nation is pursuing a domestic-centered foreign policy rather than following a Western-aligned axis.
