Oaxaca approves municipal law reform to strengthen citizen initiatives
The LXVI Legislature of the State of Oaxaca approved on 14 July 2026 a reform of the Oaxaca Municipal Organic Law. The amendment, introduced by Deputy Irma Pineda Santiago of the Party of Labor (PT), expands the right of residents to submit initiatives on police band regulations, municipal ordinances and other local administrative matters.
The reform designates municipal syndicates as the formal liaison for receiving proposals and obliges municipal authorities to establish clear procedures for their handling. While the proposals are not automatically adopted, the law guarantees that they be evaluated through the established legislative process. The changes modify articles 43, 71, 75 and add article 134 of the Municipal Organic Law, aiming to reinforce participatory democracy and local governance.
The measure is presented as a step toward greater governmental proximity to communities, giving municipalities a stronger role as the primary political unit for addressing neighborhood needs.
