Oaxaca legislative and administrative reforms 2026

Overview

In mid-July 2026, the LXVI Legislature of Oaxaca enacted a series of measures aimed at reshaping local governance. On 14 July, the body unanimously approved five resolutions that elevated the status of several communities to police agencies—specifically San Isidro El Rosario, El Carrizal, and Vergel del Maíz—and upgraded Buenavista Totohi to a municipal agency. Additionally, the legislature renamed the community of Mena to Mena Nizanda in recognition of indigenous self-determination.

A day later, the legislature passed a reform of the Oaxaca Municipal Organic Law, introduced by Deputy Irma Pineda Santiago (PT). This amendment expands residents’ ability to submit initiatives on police band regulations, municipal ordinances, and other administrative matters, designates municipal syndicates as formal liaisons for proposals, and obliges authorities to establish clear procedures for handling them. The reform modifies several articles and adds Article 134 to ensure citizen proposals are evaluated through established legislative processes.

Continuing these administrative adjustments, the legislature later approved four additional designations. Tierra Colorada and El Vado were elevated to municipal agencies, while Arroyo del Pote and La Cañada del Marqués were recognized as police agencies. These actions, conducted in accordance with the Organic Municipal Law, reflect a broader push to strengthen participatory democracy and improve administrative structures at the municipal level in Oaxaca.

Furthering these administrative shifts, Governor Salomón Jara Cruz announced the elevation of the Guillermo González Guardado neighborhood in Villa de Zaachila to a municipal agency. This change is intended to allow the community to manage resources directly for improvements in sanitation, water, and paving, as well as the integration of the BinniBus Oaxaca transport system.
