Olavarría Municipality Launches Tax Payment Plan Amid $13.5 bn Debt

The Municipality of Olavarría in Argentina has activated a new Payment Facilitation Plan that lets residents, businesses and other taxpayers regularise overdue municipal taxes with substantial interest reductions. The scheme offers a 100 % interest waiver for debts due by 31 December 2025, a 70 % waiver for debts incurred between 1 January 2026 and 30 June 2026, and tiered discounts for installment payments (60 % for two installments, 50 % for three to eight, 40 % for nine to twelve, and 30 % for thirteen to twenty‑four). Applications can be made online via the MiOlava portal or in person at the Fiscalisation office, with assistance from a chatbot and support for seniors.

Municipal officials report that more than AR$13.5 billion in taxes and fees remain unpaid, representing roughly 10 % of the annual budget. Collection rates for the Urban Services Tax have fallen to about 59 %, down from 67 % in earlier years. Around 6,500 accounts now carry between one and ten missed installments, accounting for AR$600 million of the arrears. The debt includes significant amounts from quarry exploitation fees, with four quarries responsible for about AR$1 billion of the total. The administration cites job losses, reduced consumption and higher operating costs for businesses as drivers of the growing moratorium.
