Ontario establishes regulatory framework for e-scooter pilot program

The Ontario government has established a detailed framework for its e-scooter pilot program, granting municipalities the authority to decide how and where electric kick-style scooters operate. To participate, municipalities must pass local bylaws, notify the Ministry of Transportation, and submit collision reports twice a year.

Under the provincial guidelines, qualifying e-scooters must be two-wheeled, have a maximum speed of 24 km/h, a maximum power output of 500 watts, and a maximum weight of 45 kilograms. Riders must be at least 16 years old, with those under 18 required to wear helmets. The rules prohibit operating on sidewalks, carrying passengers, or using scooters for commercial purposes.

While cities like Toronto and Ottawa have opted into the program, the City of Kingston has not. Kingston officials have reminded residents that e-scooters remain illegal on city roads, sidewalks, and trails. The city is currently reviewing micromobility rules for future council approval. Authorities noted that individuals caught riding illegally face fines and seizure, and high-speed electric scooters may be classified as motor vehicles.
