Moldova passes law to create emergency petroleum stock reserves

The Moldovan Parliament approved a new law establishing an emergency reserve of petroleum products to guarantee domestic supply for up to 61 days, or a minimum of 90 days of net imports, depending on the higher metric. The legislation defines the creation, maintenance, administration and use of the reserves, assigning equal obligations to the Central Storage Entity (ECS) and to petroleum importers. Reserve volumes will be calculated based on the previous year's imported quantities, with 75 % of the stock consisting of gasoline and diesel. Up to 60 % of the total volume must be kept within Moldova, though a portion may be stored abroad under bilateral agreements. The rollout is scheduled to be completed by 30 June 2034 to avoid fiscal strain. The Energy Ministry will set individual storage obligations, while the National Agency for Energy Regulation will monitor compliance and impose sanctions for breaches. The law aligns Moldova’s fuel‑security framework with European Union standards and will enter force upon publication in the Official Gazette.
