Oren Shachar and Abraham Shin charged in Medicare hospice fraud conspiracy

Federal prosecutors have charged Oren David Shachar, Abraham Shin, and Jeannie Choi in connection with an alleged multimillion-dollar hospice fraud conspiracy targeting Medicare in Southern California.

The indictment alleges that between February 2021 and March 2026, Shachar directed a scheme that submitted approximately $27.7 million in false hospice claims, resulting in roughly $26.9 million in payments from Medicare. The charges include healthcare fraud, aggravated identity theft, conspiracy, and kickbacks.

Abraham Shin, a patient marketer from Corona, California, is accused of helping recruit and retain Medicare beneficiaries, including individuals who were allegedly not terminally ill. The government claims marketers received approximately $700 per month for each living beneficiary and between $1,000 and $3,000 for referrals involving deceased individuals.

Shachar and Shin are scheduled for trial in Los Angeles on August 11. All defendants are presumed innocent unless proven guilty in a court of law.
