OVP official testifies on 500M peso confidential fund use

During the impeachment trial of Vice President Sara Duterte, former Office of the Vice President (OVP) special disbursing officer Gina Acosta testified regarding the management of 500 million pesos in confidential funds.

Acosta stated she had no personal knowledge of how the funds were utilized, asserting that she relied on reports and receipts provided by Col. Raymund Lachica, the former head of the Vice Presidential Security Group. She testified that she did not personally witness Lachica making payments to the individuals named in the acknowledgment receipts. Furthermore, Acosta admitted that Lachica was not a bonded official, meaning he lacked the insurance required to protect against potential financial losses.

Evidence presented during the hearing included receipts with unusual names, such as Antonio Pagong, who reportedly received 100,000 pesos for information, and Timon Andrew Pusa, for vehicle rentals. Acosta also revealed that Lachica reclaimed the signed acknowledgment receipts for the funds after the liquidation reports were submitted to the Commission on Audit.
