Philippine VP impeachment trial continues

The Senate impeachment trial of Vice President Sara Duterte‑Carpio, opened on 6 July 2026, entered its fourth day as the chamber hears evidence on four articles alleging misuse of confidential funds, unexplained wealth, bribery and grave threats. Senator Chiz Escudero was elected presiding officer (12‑8) despite a minority bloc’s claim that Senate President Sherwin Gatchalian should chair.

Prosecutors have relied on a video of Duterte’s November 2024 remarks that they say threaten President Ferdinand Marcos Jr., First Lady Liza Marcos and former Speaker Martin Romualdez, and allege a contract to hire a hit‑man. NBI Senior Agent John Mark Calilung testified that forensic analysis found no editing, while NBI Regional Director Jeremy Lotoc, testifying on day 4, affirmed the existence of the alleged hit‑man contract and described the threats as “serious, real and actual.”

The defense, now a 16‑lawyer team, continues to challenge the video’s authenticity and argues the statements do not meet the constitutional definition of “other high crimes.” It also disputes procedural matters and the subpoena of Duterte’s bank and tax records.

On 13 July the trial resumed for a second week. A procedural clash arose when a prosecutor spoke in Waray, prompting the court to reiterate that only Filipino and English may be used. Senators debated whether a two‑thirds majority of all 24 senators or only those present is required for conviction.

During cross‑examination, defense counsel objected to Lotoc’s use of the term “contracted” and to his comments on Duterte’s emotional state, noting his lack of forensic‑psychology training. Duterte has denied the accusations, calling the impeachment complaint “unsupported” and accusing prosecutors of fabrication. The trial is scheduled for 92 days, with witnesses slated on multiple articles and oral arguments limited to ten minutes each.
