At the Pacific Islands Forum summit in Palau, regional leaders issued a communiqué expressing concern over a Chinese intercontinental ballistic missile (ICBM) test conducted in July. The test, which reportedly overflew several member nations including Palau, Micronesia, and the Philippines, was criticized for being conducted without adequate advance notice.

While the group called for greater transparency and requested that all states undertaking ICBM testing provide at least 24 hours of advance notification, the statement failed to reach a unanimous consensus. Nauru formally dissented from the expression of concern, and Kiribati was notably absent from the leaders' retreat.

Australian Prime Minister Anthony Albanese and Palauan President Surangel Whipps Jr emphasized that the lack of notice was a violation of international expectations and a sign of disrespect toward Pacific sovereignty. Albanese distinguished the Chinese tests from United States missile testing, noting that the U.S. provides proper notice through agreements with the Marshall Islands.
