Following China’s July 2026 nuclear-capable ballistic missile tests in the South Pacific, diplomatic tensions have intensified. In response to the unannounced launches, the United States and approximately 40 allied nations, including Greece, issued a joint statement condemning the tests. Although the statement did not explicitly name China, the U.S. Department of State noted that conducting such tests without prior warning is “dangerous and disrupts the peace and security of nations located near” the sites. The coalition called on nuclear-armed states to provide at least 24 hours of advance notice for future tests.

Amidst these divisions, Palau’s President Surangel Whipps Jr, the incoming PIF chair, has called for a ‘united front.’ Whipps expressed concern that the region is being used as a testing ground for nuclear-capable weapons, noting that the missile trajectory passed near Tuvalu and the Solomon Islands rather than in the open ocean. He emphasized that Pacific nations have a right to transparency regarding such activities.

At a subsequent PIF summit in Palau, regional leaders issued a communiqué expressing concern over the Chinese intercontinental ballistic missile (ICBM) test. The communiqué criticized the lack of adequate advance notice, particularly as the test reportedly overflew Palau, Micronesia, and the Philippines. While the group requested that all states undertaking ICBM testing provide at least 24 hours of notification, the statement failed to reach a unanimous consensus. Nauru formally dissented from the expression of concern, and Kiribati was notably absent from the leaders' retreat. Australian Prime Minister Anthony Albanese and President Whipps reiterated that the lack of notice violated international expectations and showed disrespect toward Pacific sovereignty.
