Pakistan and Saudi Arabia expand energy and petroleum cooperation

Pakistan and Saudi Arabia have agreed to deepen bilateral cooperation across the petroleum, energy, and mining sectors. Key areas of focus include oil storage, refinery upgrades, and the supply of crude oil and liquefied petroleum gas (LPG).

During meetings between Petroleum Minister Ali Pervaiz Malik and Saudi Ambassador Dr. Rajeh bin Tami Al-Baqami, Pakistan introduced a tax-neutral bonded storage policy. Modeled after international hubs like Singapore and Fujairah, this framework allows Saudi companies to establish commercial oil reserves in Pakistan without local tax liabilities. This initiative aims to diversify maritime transit risks associated with the Strait of Hormuz and the Bab al-Mandab Strait while facilitating access to Asian markets.

Further plans include the development of a major petroleum storage and refining complex in Hub, Balochistan, with technical guidance from Technip Energies UK. The facility is designed to accommodate Very Large Crude Carriers (VLCCs) and serve as a regional energy corridor for Central Asian and Chinese markets. Additionally, the Saudi Embassy has introduced same-day visa processing for Pakistani citizens to facilitate business and cultural exchanges.
