Pakistan issues emergency LNG tender to address power crisis

Pakistan LNG Limited (PLL) has issued an emergency tender to procure a spot liquefied natural gas (LNG) cargo to address a deepening energy crisis. The procurement aims to secure 140,000 cubic metres of LNG, with a tolerance of plus or minus 5%, for delivery at the Pakistan GasPort Consortium Limited terminal at Port Qasim between September 4 and September 8, 2026.

The shortage of re-gasified liquefied natural gas (RLNG) has been a primary driver of prolonged electricity outages and load-shedding across the country. The Pakistani government recently issued an apology to consumers regarding the extended power disruptions, citing insufficient gas supplies for power generation as a key factor.

The tender follows a single-stage, two-envelope procedure. To qualify, international suppliers must demonstrate a track record of delivering at least eight LNG cargoes over the previous 24 months. Bidders are required to submit a $300,000 bid bond, and the successful contractor must provide an unconditional performance guarantee equal to 10% of the contract value. The contract will be awarded to the technically compliant bidder offering the lowest price in US dollars per million British thermal units (MMBtu).
